Rearranging True Faith

I propose to remove Section 3. E. i. entry "Mortals with true faith" and Section 3. E. i. entry "Supernaturals with True Faith" from the R&U bylaws.

To replace them I propose to add Section 3. E. i. entry "True Faith" to the R&U Bylaws.

This will not change either of these two entries R&U level it will just combine them into one entry and hence still reduce the bylaws some.
