[Administrative Proposal] Removal of "Rogue Thaumaturgists" from the R&U Bylaws

This does not require a Second, but if you do not agree you may put Objection in the subject line to force this Proposal to go to a vote.====================================================================

This is a hold-over from the old R&U. What it used to say was this:
"(23) Rogue Thaumaturgist - Any out of-clan practitioner of Tremere Thaumaturgy, Assamite Sorcery, Kuldonism, or other type of Blood Magic (not including Ahku, Wanga, Sadhana or Nahuallotl)."

I hereby propose the following Bylaw to be removed as it is redundant and was not removed when the rest of the *specific* blood categories were added to Coordinator Approval through subsequent bylaws:

"Any out of-clan practitioner of Tremere Thaumaturgy, Assamite
Sorcery, Kuldonism, or other type of Blood Magic (not including
Ahku, Wanga, Sadhana or Nahuallotl)."

(Note: The removal of this will cause the subsequent bylaw items to have their reference points re-numbered.)

Current Bylaw:

"v. Blood Magic Groups
1. Any out of-clan practitioner of Tremere Thaumaturgy, Assamite
Sorcery, Kuldonism, or other type of Blood Magic (not including
Ahku, Wanga, Sadhana or Nahuallotl).
2. Rogue Hermetic Thaumaturgists
a. These shall be defined as any non-Tremere that has the
Discipline Thaumaturgy. These shall fall under the
jurisdiction of the Tremere Coordinator.
3. Rogue Assamite Sorcerers
a. These include any who practice Assamite Sorcery out-ofclan.
Characters that have already been notified as
previously required will be grandfathered in for this
purpose.
4. Rogue Necromancers
a. These shall be defined as any character that posses
Necromancy out-of-clan. Clans that have rules laid out for
them for learning Necromancy through Genre Documents
are exempt from this classification (ex. Samedi, Serpents
of the Light, ect.) Rogue Necromancers will fall under the
purview of the Giovanni Coord.
5. Ravnos Rakta-Sadhus
a. Ravnos rakta-sadhus are Hindu blood sorcerers who tend
to hail from India."

Proposed Bylaw:

These items were categorized in this generic grouping of "Rogue Thaumaturgist" which has caused some confusion on Council over the years. However, the generic grouping no longer needs to, or should, exist as the following were added as separate controlled items to the Coordinator Approval Category:

Rogue Hermetic Thaumaturgists
Rogue Assamite Sorcerers
Non-Tzimisce Kolduns
Rogue Necromancers
Non-Followers of Set with Akhu
Non-Serpents of the Light with Wanga
Non-Daitya or Ravnos rakta-sadhus with Sadhana
Non-Tlacique with Nahuallotl

This proposal also seeks to remove the redundant "Rogue Thaumaturgists" listing from the Unusual Category, as it is obsolete.
