[Administrative Proposal] Addition to Coordinator Bylaws 3.C.iii.5: Justicar Proposals

This does not require a Second, but if you do not agree you may put Objection in the subject line to force this Proposal to go to a vote.====================================================================

Per the Bylaws, Council specifically has the ability to remove Genre Coordinator NPCs, and vote for or against the use of Coordinators gaining or using their NPCs. Home chronicles have the ability to refuse to admit Genre Coordinator NPCs.

That said, I do not believe it is Council's place to use the Justicar NPCs themselves to push a genre agenda without being required to have input and consent from the Genre Coordinators or the Camarilla Coordinator who jointly own those NPCs. I do not believe it to be Council's job to take away the toys from the Genre Coordinators to do as they like wielding genre over the entire Organization without the consent of those they elected to use those Justicar NPCs to guide and maintain genre of the Org.

I am making this Proposal to prevent this attempted hijack on the Justicar NPCs again by Council for the purposes of making a Genre Proposal without the Sect Genre Coordinators being involved in any way to occur. Thus, I hereby propose the following be added to the Bylaws:

Current Bylaw:

"iii. Genre Coordinators must pass before Council any plot, enforced policy,
R&U named characters, or binding edict they wish to use which they can
reasonably expect to affect multiple chronicles and these proposals need
not be seconded, but go immediately into discussion.
1. If no opposition is voiced during the week of discussion, the proposal
is considered passed and enforceable. Once passed these are
considered binding to all chronicles and a chronicles refusal to
adhere is grounds for OWBN disciplinary measures. Opposition must
be in regards to the content of the proposal and must give those
reasons why the objection is voiced. This is to allow Coordinator's
the opportunity to respond and/or make changes/remove the
proposal and it's contents.
2. Those that seem to affect only one chronicle only need local ST
approval. In this case, conflicts with the chronicle are subject to point
three above.
3. Coordinators may bring before Council any dispute between
themselves and another Coordinator or ST in which they feel OWBN
wide consistency or global genre is at stake, and Council shall make
a timely investigation and judgment.
4. Passing new R&U Named characters before council is to be treated
as something which affects multiple chronicles."

Proposed addition to this Bylaw:

5. Any Proposal that utilizes Justicar NPC(s) for the purposes of enforcing genre policy over the Organization requires the consent of either the Camarilla Coordinator or the Genre Coordinator that controls the Justicar NPC in question. Council may not utilize the Justicar NPCs to Propose a Genre Proposal without this consent.

I would encourage Council, in the future, to work with the Sect and Genre Coordinators that you have elected. Ask them to make these proposals. Come to the Executive Team if you want and tell us your ideas. Or, Propose a poll about what Council would like to see the Justicars do.

But I not only think it's rude, but also inappropriate, to simply take the tools of the Genre Coordinators without first asking consent. In this case of the Proposal withdrawn yesterday, I was also disappointed that Council was demanding the use of the Justicars to be acted upon in only one months' time, putting serious strain on the workload of the Genre Coordinators and being unfair to the players in the process of forcing an unrealistic timeline for the use of these Jsuticar NPCs.
