[Administrative Proposal] Removal of a Duplicate in the R&U Rare Categories.

With the passing of the proposal to clarify compliance to changes in PCs that are affected by the R&U Bylaws (included below), I hereby propose that the following duplicate should be removed from the R&U Bylaws:
"Assamite Dispossesed to Loyalist" (Rare)
because
"Assamite Loyalist" is (also) already Rare, and any conversion to being an Assamite Loyalist must comply to those regulations, reguardless of their previous allegiences.
