Exemption for Rogue Necromancy

As any PCs who get their powers from Baron Samedi are already handicapped with a flaw on their sheet and partial control through the Giovanni Coordinator's office, I propose that any PCs with their Necromancy stemming from the Baron (Voudoun Necromancy only and it must come from the Baron, no other Loa with the subsequent flaw and other limitations which are outlined in the proper proposal) are exempt to Notification to Council. For record keeping purposes, the Archivist will be notified.
