[AUTOPASS] [BYLAW REVISION] Proposal Submission Bylaws Cleanup

THIS PROPOSAL HAS THE POTENTIAL TO AUTOPASS

I, Chase Jelliffe, as Assistant Head Coordinator, hereby propose the following changes to the Administrative Bylaws:

3.A Before:

1. Proposals
    

   1. Submission
       

      1. Only voting members may submit proposals to the Council (unless otherwise noted in subsequent bylaws).

      2. Include in the subject line of the email "[PROPOSAL]" and a short description of the proposal.

      3. The email must include the name of the person making the proposal and the chronicle they represent. The message body must contain the detailed proposal and how it should be integrated into existing bylaws, if passed.

      4. No proposals shall be submitted from December 1st to January 3rd. The only exceptions being DA's, General Consensus, and Exceptions per the bylaws.

      1. Only voting members Council Members of Full Member Chronicles and Coordinators as permitted by the power of their office may submit proposals to the Council (unless otherwise noted in subsequent bylaws).

      2. Include in the subject line of the email "[PROPOSAL]" and a short description of the proposal brief description of the purpose of the proposal. 

      3. The body of the email must include the name of the person making the proposal and the chronicle they represent. the Council Member and the Chronicle they represent or the name of the Coordinator and the title of their Office. The message body must contain the detailed proposal and how it should be integrated into existing bylaws, if passed.

      4. No proposals shall be submitted from December 1st to January 3rd. The only exceptions being DA's, General Consensus, and Exceptions per the bylaws.
