[AUTOPASS] [BYLAW REVISION] Regulating Changing Breed Camps

I, Josh "Pumpkin" Griep, propose the following additions to Character Bylaws 10.f.i.3. Pursuant to Coordinator Bylaw section 3.C.iii: Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

The Swords of Heimdall are Nazis. We do not in 2025 need PC Nazis. NPC Nazis we can punch in the face are one thing. Sometimes it’s cathartic to punch a nazi. We do not need PC Nazis

This is a prop in preparation for the upcoming Shadow Lord Packet, which is, as of 9/11/25, still in Public BETA. Here is the breakdown of justifications:
The Society of Nidhogg:
The Society of Nidhogg, by book, are worshippers of the Night that make sacrifices to Grandfather Thunder. In 1st Edition, regularly spent time with Vampires and betray the Nation. In the Shadowlord Tribebook revised, they were stamped out accordingly. While the Society of Nidhogg are fantastic as enemies, they are not viable to be playable. In this case, we are behind even the revised tribebook with phasing them out of canon. This implementation to disallow them from PCs (and avoid them being played, abused, and becoming a bigger problem) is both catchup and preventive. The reason why they are still Coordinator Approval is to inherently empower STs-- they are ideal enemies for a Shadow Lord to fight, but not ideal for PCs to play as the org continues to evolve. They’re only Coordinator approval because the office needs to keep an eye on them. To my knowledge, there are no active PCs in The Society of Nidhogg.
The Masks:
The Masks, by book, are Shadowlords of fear and misery. In 1st Edition, they would, for lack of a more apt term, bully Shadow Lords (and humans, and quite literally anything they can get their hands on). In revised, they are phased out and considered a blight, mostly due to living “on the fear they caused, and their perverse fascination with that emotion led them to commit acts of depravity that matched even the foulest acts of the Wyrm,” Shadow Lord Tribebook revised, pg 46. As Subcoord, I plan to turn The Masks into an NPC-controlled secret organization-- which can be used by the office (and the NPC) to stay well-informed and knowledgeable of tribal events without having to use the NPC. For this to occur, the Masks will have to become Coordinator Approval, as being able to interact with the NPC on a regular basis while it being ST Approval sounds, truly, like a nightmare. To my knowledge, there are no active PCs in the Masks.
