[AUTOPASS] [BYLAW REVISION] Changes to Bylaw 10. f.iii.7.a.i Gifts Closing Gift Loopholes

I, Josh "Pumpkin" Griep, propose the following addition to Character Bylaws 10. f.iii.7.a.i

Pursuant to Coordinator Bylaw section 3.C.iii: Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

Justification

---------------

Perfect balance of the Soul is the same gift as Chaos Mechanics just under a different name from the Victorian Age when the Glasswalkers were known as the Tetrasomians.They re-name themselves every few decades to stay fresh. Decorated Sun Mokole also have the Gift in splat and as such are being added to the exemption list.

Inner Peace, allows Stargazers to Spend Willpower or Gnosis in place of Rage for any Rage Expenditure.  This puts it in a Similar category as Chaos Mechanics and Faerie Blood for power level and effect though it hasn’t seen as much proliferation in trading.
