[AUTOPASS] [BYLAW REVISION] Regulating Spirit Heritage and Spirit Parent REDUX

Pursuant to Coordinator Bylaw section 3.C.iii: Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

Justification

After the recent survey the Changing Breeds coord office has noticed a proliferation of Spirit Heritage and Spirit Parent of spirits that are otherwise regulated.  This is an attempt for the office to make sure that Tribal Incarna and Celestines are treated seriously and that Garou Genre gets to keep some of what makes it special.
