[CONTINGENT] [BYLAW REVISION] Beyond the Veil Accompanying Bylaws

I, Kurt Morris, in my Duties as Wraith Coordinator of One World by Night propose the following Metaplot for OWBN Wraith: the Oblivion and greater world of darkness Genre.  This proposal has the Support of the Giovanni Coordinator, David Ashby, as well.  Additionally, I propose the below Non-Binding Spectre Cults Packet as well in relation to this plot.

3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

—Reasoning—

Membership in the Legion of the Damned is joining the antagonists and is essentially the end of a character, the requirement for approval will give the Wraith office a chance to discuss the how and the why with the player and their staff to ensure that they understand that this is likely the last story that PC will get to the be involved in. 

Regulation of the new Hierarchy Reputation background is in order to ensure that those who possess the higher levels of the background have earned it through interaction with coord level NPCs and to ensure that coord level NPCs are aware of the background and will react appropriately to PCs who possess it.

The regulation of the rewards from the Meta Plot is an effort to ensure that at first only those that earned these powers possess them, it is the intention of the office to reduce the control to Notify once the powers have been out there long enough to justify them spreading a bit more.
