[OWBN-Council] [PROPOSAL][AUTO-PASS]Character Bylaw Addition: Ba’Hara and Bahari Language

I, Matt Armitage, in my Duties as Sabbat Coordinator of One World by Night propose the following Addition to the owbn Character bylaws:
3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

The Language of Ba’hara is taken a slot under the Linguistics ability.

The Language of Bahari is taken a slot under the Linguistics ability.
Reasoning: The Secret Languages of the Cult of Lilith/Bahari should only really be known by those who are members of the cult. They almost never teach outsiders. As a result I am adding this to the character bylaws to reflect the level of rarity it should be for those outside of the cult. To be clear, this is actually already in play as apart of the current packets, but those packets were written before we enforced all Bylaws with Bylaws, not just packet listed requirements. This Bylaw is hoping to erase any loopholes or confusion, and also allow us to keep track of Non-Bahari who have access to this information going forward.
Legacy: None. Unlike the TMR/Black Hand change we recently made for those 2 languages, we are only regulating Non-Bahari and Non-Cult of Lilith members, so players/NPC’s of those groups will not need to resubmit.
