[PROPOSAL] [AUTOPASS] Relaxing Daeva Lore Restrictions

As Ventrue Coordinator, I propose the following Bylaw change to ease restrictions on the Lore governing the Daeva.

This proposal is a change to the OWbN Character Bylaws, Section: 10. Controlled Items, Subsection: n. Creatures of Smoke & Shadow.

Change FROM:
i. Abilities and Lores
1. Creature of Smoke & Shadow Lore - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Ventrue

Change TO:
i. Abilities and Lores
1. Creature of Smoke & Shadow Lore at level 3+ - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Ventrue

This proposal relaxes learning of the Lore so that levels 1 and 2 are freely available for the Storyteller to approve at the local level.
