[Proposal][Autopass][Changing Breeds] Changing Breeds - Hengeyokai and Ahadi Factions

Pursuant to Coordinator Bylaw §3.C.iii, I, Dora Jay, as Changing Breeds Coordinator, do so propose the following:

Character Bylaw §10.f.10 shall be changed as follows (Modified sections in red)

Original:

10. Hengeyokai - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Changing Breeds
A. Any Changing Breed from the Beast Courts
B. Any Eastern versions of the standard Tribes (Tengu, Hakken, etc)

Modified:

10. Hengeyokai Faction - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Changing Breeds

a. Any Changing Breed from the Beast Courts

I. This includes Eastern versions of the standard Tribes (Hakken, Khan, Kitsune, Kumo, Nagah, Nezumi, Same-bito, Tengu, Zhong Lungs, etc)

b. Any Changing Breed that has previously been part of the Beast Courts

c. Any Changing Breed requiring a stricter level of approval, such as the Extraordinary Changing Breeds, must still meet those requirements.

11. Ahadi Faction - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Changing Breeds

a. Any Changing Breed from the Ahadi

I. This includes African versions of the standard Tribes (Mokole-mbembe, Kucha Ekundu, Ajaba, Makunguru, Bubasti, Simba, Swara, etc)

b. Any Changing Breed that has previously been part of the Ahadi

c. Any Changing Breed requiring a stricter level of approval, such as the Extraordinary Changing Breeds, must still meet those requirements.

This proposal will allow Grandfathering pending verification of votes passed for PCs or NPCs that would require it however, at this time, I am not aware of any PCs at this time that would be affected as such.

I’m coming to you this evening with my first proposal!

By default, in most Changing Breed Games, Garou are considered to be part of the Garou Nation and Fera are considered by default to be unaligned. While this is the default setting for most Changing Breeds PCs, The Garou Nation is not the only sect that exists within the Garou slice of the World of Darkness nor is being unaligned the only canon choice out there for Fera PCs.

In addition to The Garou Nation, the Hengeyokai/Beast Courts and the Ahadi are both canon sects that exist en masse overseas and in smaller numbers abroad. For those who are unaware, the Hengeyokai/Beast Court faction primarily exists in the Far East. The Ahadi sect is found primarily in Africa and some parts of the Middle East.

On top of an OOC interest from our player base, primarily from our players of color, there has been a PC-driven push to include more of these two sects within OWBN over the past several years. This prop therefore, is being presented to help facilitate such interaction on an administrative level.

While I want to encourage cross-sect interaction and accommodate the exploration of topics such as potentially defecting from the Garou Nation to one of the other sects, neither the Ahadi nor the Beast Courts have any canon reason to appear en mass on the shores of North and South America. To help cultivate this new addition w20 and c20 fleshed out for the genre et all, I’m making membership of those sects Coordinator Approval for the time being.

In the case of Hengeyokai or Ahadi centered games, a streamlined process of obtaining approvals will be offered through the appropriate subcoord teams to ensure there is as little OOC disruption as possible to the IC gameplay.

In regards to 10.f.10.c and 10.f.11.c, I have added these sections to clarify the uncertainty in regards to the way the bylaw was previously phrased. Being part of a rare sect and being an extraordinarily rare changing breed should not be a lower level of approval than just being an extraordinarily rare changing breed.

That being said, any an extraordinarily rare concepts that fall under these clauses can be sent with ST approval to the CBC team for review.
