This proposal is made in accordance with the Coordinator Bylaws, section 3.C. (Subsections ii. and iii.):
3. Coordinator Duties
C. Genre Coordinators
iii. Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
   1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.
 
PROPOSAL
 
I, Eric Lyakhovetsky, hereby propose this, the first ever OWbN Changeling Mechanics Packet. Unlike the previous proposal, the one comes with a Q&A because it's more complex.
 
Q: What the hell, this thing is 52 pages long.
 
A: It is widely accepted that changeling received one of the worst treatments in regards to the rulebooks we got for MET. They were terribly converted with whole swaths of missing mechanics which included many incomprehensible changes, like having power sets which sometimes included one basic, one intermediate and two advanced levels. Further, changeling never received a revised edition, making it similar to wraith in a poverty of review. This packet aims to mend that and that takes up a lot of space. 
 
Q: What is the purpose of this packet?
 
A: This packet is designed to act as a revised edition to the Shining Host and the Shining Host player's guide. It provides translations for all missing levels of arts, clarifications on many other arts and mechanical systems and revisions for nearly all mechanics to align better with tabletop rules and the general rules sets of OWbN. To be clear, this packet is not strictly binding, but should be looked at as a revised basis from which to then construct house rules to suit an individual game (indeed, if you're not a pure changeling game, this could and should stand as a set of rules to run by). Some adjustments, such as allowing retests for arts and modifying Quicklsilver are emphatically recommended to be universally adopted and it is the hope that the rest of the packet is as well for individual games. The packet contains many "optional rules" for further customization for individual chronicles and much of it comes from a blend of a wide range of house rules and translations from throughout the org. 
 
Q: What else ya got?
 
A: Everything! This packet contains translation for almost all table top material in nearly every changeling book (big thanks to Greymere Glen and Shadows Over Saint Louis for huge swaths of this), guidelines for making treasures, how realms work, guidelines for new arts, three entirely new arts from the coord's office and descriptions of NPC-only Legendary (Elder) changeling powers! The goal is to be a third book which also replaces the need to comb through each kith book for goodies. 
 
Q: What's in the future?
 
A: As we play through this, we'll of course do revisions in the future and add a few small still-missing elements (rules for Chimera being a big one). I encourage all fae-running staff to provide feeback as they use the mechanics.
 
Q: Is this compatible with the new Dark Pack rules they released 48 hours prior?
 
A: Why yes, Adam, it is! Yaaay. Look at that creepy logo on the last page. The puppies are soooo cute.
