This proposal is made in accordance with the Coordinator Bylaws, section 3.C. (Subsections ii. and iii.):
3. Coordinator Duties
C. Genre Coordinators
iii. Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.
PROPOSAL
I, Larry Petersen, 2016 Giovanni Coordinator, hereby propose this update to the 2009 Necromancy Packet entitled The Necromantia
There is no changelog provided as this is a complete change from previous editions of the magic packet proposed and ratified by this office.

In addition, I also propose the following bylaw revisions to better regulate and support powers and mechanics defined in The Necromantia, The 2017 Proposed Necromancy Packet update.

Why the Changes to Paradigms?
First off, this simplifies the process to get Wanga and Voudoun. Instead of going to two seperate Coordinators, Players can now get the support they require from a single office. This allows players to build a stronger rapport with coordinator staff and should streamline the bureaucracy necessary to play.
Second, to support additional character concepts and bring ourselves in line more with V20, We have done an overhaul to the paradigm of Necromancy and Wanga for those that would fall under this office.
This proposal supports Grandfathering.

Our concerns were not addressed, and we were flatly ignored by the Giovanni Coordinator. Bone path should be the primary path for Samedi as per the book; if you want to raise another to R2, you should do it for Ash Path. Furthermore, Mortuus Path should be R1 for Harbinger of Skulls, and the Rituals should at least be R2 (if not R1), because again it should be primary path. Sepulchre and Ash can be raised to R2 to compensate for this. If the packet is following a theme that Harbingers of Skulls are going for Cappadocian-esque powers learned easier, then this will fall in line with that reasoning.
