I, Bruce Lindsay and Jesse Ditty, in our duties as Anarch Coordinator and Assamite Coordinator hereby propose the following change to the character bylaws:
 
Note: This proposal does not require a second, and will auto-pass if no objection is made.
Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinators the opportunity to respond and/or make changes/remove the proposal and its contents.
 
Change 10.l.viii.1.m Retain the Quick Blood
 
to 10.i.viii.1.m Retain the Quick Blood (V20 Anarchs Unbound Version)
 
Add 10.l.viii.43.g. Retain the Quick Blood (Assamite Version)  (This would then change Shadow feint to letter "h", since it is currently letter "g" and Truth of Blood on that list to letter "i" since it is currently letter "h," but I want to keep them alphabetical.)
 
 
Reasoning - 
Assamite Version in Print Requires Quietus 3 Celerity 3
 
Anarch Version requires Quietus 5 Celerity 5 - No longer being used.
 
Justification - Long Ago Assamites taught this trick to the movement but being a non assamite, and being trained by a non Assamite made it harder to perform then the original version the Assamites possess. 
 
V20 Anarchs Unbound Version requires Celerity 3 and EITHER Protean 3 or Quietus 3. While for many years this power was more difficult for Non-Assamites to learn, with the recent changes over the past year seem to have made this power easier for the Anarchs to learn and share amongst their brethren. At this time, no one yet really knows why the power is suddenly easier to learn and teach among the Anarchs. Could this change be a latent response to the loss of the Red Star? Could it have something to do with the events in the Middle East that many Assamites whisper of in the darkest corners of the world? At this time, no one is for certain.
 
This is proposed with the approval of both the Anarch and Assamite Coordinators.
 
****************** This Proposal Cannot Techinically be Proposed by both of us, and one of us can't propose changes to the other's R&U, So without further ado, this Proposal also has the support of the HC who CAN propose this.

F.General Consensus Vote and Autopass Procedure
The Head Storyteller of a game, its Council Representative, or any Coordinator may petition the Executive Team for a General Consensus Vote on an issue that has little impact or significance on the organization as a whole but would technically require a vote per the bylaws.
The Executive Team may then choose to perform the following:
Propose the item on behalf of the Chronicle or Coordinator as a [General Consensus Vote] to Council.
Within 48 hours of the original proposal, the Executive Team may amend a current proposal on behalf of the original author to a [General Consensus Vote] to Council.
If the [General Consensus Vote] is not objected to in the (1) one week timeframe of the normal discussion period, then the issue is considered to autopass as a Coordinator Proposal and be logged into the voting log system. If a designated Council Representative formally Objects to the item, then it shall go to vote normally.
