Cleaning up Sect Defector

I, Bruce Lindsay, Council Member of UTR-Under the Rock; Rockland, NY, in accordance with Administrative Bylaw 3.A.i, do hereby submit to council the following proposal.
 

The proposal that passed council from Adam Sartori, CM of Dark Conlony- Hartford, CT was meant to allow oversight on all types of sect defectors. That, by his words was his intent and the spirit behind his proposal. 
 

After several weeks and many discussions, the language has too many loopholes and I'd like to clear that up. 

 

This Edit has the Support of the Anarch, Camarilla, and Sabbat Coordinators. 

 

Before
  1. Sect Defectors
    1. Any Vampire character who is not a part of their default Vampire sect. For the purposes of defining sect they are as follows: Camarilla, Sabbat, Anarch, Independent, Ashiraa. Laibon, Jati, and Inconnu.
    2. The following clans and bloodlines are considered the default under each sect listing below. Some may be listed twice or more; as they are present in more than one sect. This is to represent what is default in multiple sects, and those that are listed count if NOT part of one of their listed default sects. Sect Defection requires the approval of the appropriate Clan Coordinator and Sect Coordinators (both leaving and entering if viable).

    12. Sect Defectors

 

  1. Any Vampire Character that has through backstory, or in game, changed it's Sect allegiance is considered a Sect Defector. Being a Sect Defector requires the approval from Clan and both the Sect Coordinators involved. For the purposes of defining sect they are as follows: Camarilla, Sabbat, Anarch, Independent, Ashiraa. Laibon, Jati, and Inconnu.

  2. Every character must have a clearly defined Sect from the above list at creation. Any alteration of that sect post creation is considered Sect Defection.

  3. The following clans and bloodlines are considered the default under each sect listing below. Some may be listed twice or more; as they are present in more than one sect. If the clan or bloodline does not exist in its default Sect they are also considered Sect Defectors and require Approval from Clan and both the Default Sect Coordinator and the Non Default Sect Coordinator.

Add Ravnos to the Independent Section, as that's currently missing as well. 

 

As this proposal merely tightens up the language of an already existing regulation and includes a Major Clan where it should be listed, I'd kindly ask, that without strong objection, the Executive Team Sponsor this proposal for Autopass Potential.
