Proposals (that are issued to CM's for review) can only be initiated in the first part of a month. Specifically, the 1st through the 6th. Discussion begins from proposal date till the 20th of the month. Voting goes from the 21st through the end of the month. Proposals are made on alternating months, specifically, January, March, May, July, September, November.

This proposal does not enact anything by itself, this is a first step in a new direction for the org to take, in terms of lessening the cacophony of voices that is Council. Should this proposal succeed, new proposals for addendum's will be drawn up to create the ancilliary information required. This is a concept proposal, and i'm not a technical writer.
