[AUTOPASS] Change to R&U Bylaws (Section H) for Demon Creation and Usage

The Coordinator Bylaws, Section 3.C.iii. state:
Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.
PROPOSAL
The Demon Coordinator proposes the following changes (seen in RED) to section H. of the R&U Bylaws
H. UNCOMMON: Includes characters that should be monitored for genre adherence. PC: Notification to Coordinator; NPC: Notification to Coordinator
FROM:
vi. Uncommon Demon and Infernal Listings
1. The creation of a Demon (to include their powers and Rank)
2. Demonic Interaction, including:
a. The successful creation of a Summoning Ritual by a PC
b. The successful performance of a Summoning by a PC
c. The results of any dealings made between Demons and a PC
TO:
vi. Uncommon Demon and Infernal Listings
1. The creation of a Demon of Rank 5 or less
2. Demonic Interaction that results in the establishment of a Pact or the performance of a Service (either one-time or reoccurring) for a player-character
SUMMARY
This change makes demon administration easier. Basically there are two categories of Demons: Demons of Rank 5 or less (notify) and Demons of Rank 6+ (coord approval). The other change here is that the very open-ended "demonic interaction" is simplified as "when you're making a Pact" or "the demon is doing a service for you." Diabolism is covered under the Coord-Approval section so that's no worry here.
