[Proposal][Bylaw Amendment] Restoring the discussion period for the HC Election

During discussion among the Coordinators, it was pointed out that there is NO discussion period during Elections for the Head Coordinator.  See the quoted Bylaw below:


  1. Coordinator Elections
    1. Head Coordinator Elections
      1. The Head Coordinator shall be elected every February and shall serve until the end of elections the following year.
      2. Nominations for the position shall open on February 1st and close at the same time on February 7th.
      3. Voting will last until February 14th. In the case of a tie, voting will be held February 15th through 22nd with the former Head Coordinator serving during the interim. No other proposals may be passed or introduced during this runoff.
      4. No proposals relating to this election, election process, or the voting procedure may be proposed nor ratified within seven (7) days of the beginning of the voting period until the end of the election(s).

This means we take applications from the 1st to the 7th and we start voting on the 7th, no week long discussion period.  That is unacceptable.  Therefore, I, Jeff Cauley as CM of Baltimore by Night, propose that we restore the week of discussion to the Head Coordinator elections.  Due to various requests, I am amending the prop to include a vote to allow Council to choose when voting begins.

The voting options will be:

A.) Add a Head Coordinator discussion period and begin elections on January 25th.
B.) Add a Head Coordinator discussion period and begin elections on February 1st
C.) Do not add a discussion period for the Head Coordinator election
D.) Abstain
 
Should Option A pass, the following Bylaws will be amended:

1.) Administrative 4.A.ii:  Nominations for the position shall open on January 25th and close at the same time on February 1st.
 
Voting Timeline with this option:
  • January 25th - February 1st - HC applications get sent in, with February 1st being the deadline
  • February 1st - February 7th - HC Discussions
  • February 7th - February 14th - HC voting period
  • February 14th - Februray 22nd: Application period for elected coordinators
  • February 22nd - February 25th: Ballots presented to Council for 3-day review prior to formal discussion/vote
  • February 28th - March 6th: Formal Discussion Period
  • March 6th - March 13th: Formal vote Period
  • Appointed coordinator application/decision typically happens after the Elected Coords are voted in (so the HC and AHC's can review/decide on appointed Coord positions).


Should Option B pass, the following Bylaws will be amended:

1.) The following be added in between Administrative Bylaws 4.A.ii and 4.A.iii
The nominations shall be discussed from February 7th to February 14th.
 
2.) The current 4.A.iii be changed to 4.A.iv, and the text updated to:
Voting will be held from February 15th to February 22nd. In the case of a tie, voting will be held February 23rd through March 2nd with the former Head Coordinator serving during the interim. No other proposals may be passed or introduced during this runoff.

 
3.) The current 4.B.iv will have the following updated text:
The Ballot will be presented to Council three (3) days before the voting period begins for discussion, but no later than March 5th without a ratified proposal granting the Head Coordinator an extension.

 

With these changes, our Election schedule will look like this:
