[R&U BYLAW AMENDMENT] [AUTOPASS] Change in Rarity for Melpominee

This proposal was objected to by Columbus in Darkness, and therefore is moved to a council vote

Per the Coordinator Bylaws 3Ciii. "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."

The Toreador Coordinator proposes a change to the R&U Bylaws moving the acquisition of the Discipline "Melpominee" from unregulated to Coordinator Approval.

The following changes to the R&U Bylaws will occur:
- The item "Non Daughters of Cacophony with Melpominee" will be added to 3.E.1 (Coordinator Approval)

Melpominee is currently totally unregulated. As noted in Laws of the Night p. 150 "The Daughters of Cacophony consider Melpominee to be their highest art and calling, a reflection of that inward music that moves them. As a result, they do not teach its secrets to outsiders..." 

I realize that grandfathering is always a consideration in these situations. This proposal will have no grandfathering. I will, however, agree to approve any characters with Melpominee for 30 days following passage of this prop as long as the characters are female and were taught by an org-approved Daughter of Cacophony. Male characters with Melpominee and those that learned it from unapproved sources will be dealt with on a case by case basis.
