[PROPOSAL] Territory Claim Request for the Nosferatu Coordinator [AUTOPASS]

Greetings, exalted ones.  I am Luke Skywalker, Jedi Knigh--  Oh, no, sorry, that's something else.

Team Nosferatu has found that we currently only have Memphis claimed as territory.  As I am trying to expand out to having more plot and interaction for the Sabbat, Anarch, and Independent Nosferatu in the org, having one city which is very, very Camarilla, does not fully suit the purposes of what I'm hoping to do for the clan genre.  After discussions with the Subcoord team, I would like to request control of the following areas:

To that end, Coordinator Bylaw 3.C.iii.5 states: "Passing new Coordinator Territory before council is considered something that affects multiple chronicles.  All Coordinator Territory must be designated either "Approval"Territory or "Notify" Territory in the Proposal.  After passing Coordinator Territory of any kind that territory should be added to the Territory List which shall be posted to the OWBN website."

I would propose to add the following areas to the territories claimed and maintained by the Nosferatu Coordinator:

Reason - In looking for a city with some good flavour, this seemed like a very good fit for a Nosferatu Warrens.  This is a town that is the site of old Mayan ruins, taken over by the Spanish, and the city was then ravaged by disease.  It currently has a large number of underground caverns, some underwater, and is filled with interesting history and architecture, all of which makes it a very appropriate location for Nosferatu, and appropriate for Sabbat Nosferatu who would have come to the city from Spain.

Location:  Mason, Lincoln, and Putnam counties in West Virginia

Reason - I believed this to have been propped some years ago by a former Nos Coord for use as an indie/Anarch Warrens for plot use for those Nos PCs and interaction with NPCs for the genre.  It was not, so I am propping this to resolve that.  This area has a large number of coal mines, and with that many deep underground areas, it makes sense to me to place a Warrens there.
