Sabbat Black Hand Packet

Preamble: This proposal is being put forth in adherence to Coordinator Bylaw 3.C.iii. by the Sabbat Coordinator with NPC changes, clarification, and suggests making changes to the Sabbat and Assamite Genres. This proposal has the support of the Assamite Coordinator. All Relevant bylaw text is copied below.

Bylaw: Coordinator Bylaw 3.c.ii states Genre Coordinators must pass before Council any plot, enforced policy, R&U Named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion and if no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable.

This is the first of several packets coming out of this office to address issues for Sabbat Genre. The next major project for Team Sabbat is the Faction Packet which will hopefully to help promote the Sabbat Factions in the org, which are incredibly important to Sabbat genre. Also look forward to a new Sabbat Status Packet, General Sabbat Genre Packet thingy, and something to do with Sabbat Thaumaturgy (I like teasers in my props). Oh and this packet lacks the finished artwork that I'm having a friend do (i'll add it later when he's finished). Thanks!
