Territorial Custodianship Claim for Sabbat Coordinator

Coordinator Bylaws 3.C.iii.5 states:
"Passing new Coordinator Territory before council is considered something that affects multiple chronicles. All Coordinator Territory must be designated either "Approval" Territory or "Notify" Territory in the Proposal. After passing Coordinator Territory of any kind that territory should be added to the Territory List which shall be posted to the OWBN website."
I propose the below Territories continue to be claimed by the Sabbat Coordinator's office, as they have been in the past.

While not considered coordinator territory, per se, as they do not fit into the structure of "approval" or "notify," the following areas (barring those areas held by chronicles) are held by the Sabbat IC. Any change from this constitutes a change in status quo as per administrative bylaw §1.B.iii, and thus will require a vote of council. This list will be included in the next Sabbat genre packet, but is proposed here so as to specify the status quo and prevent any potential confusion in the meantime.
If there is a strong presence other than the Sabbat in any of these areas, it is indicated in the notes.

So just to be clear, the first part of this proposal contains the actual territories the Sabbat Coordinator will control. The second part is a list of what the Sabbat Control IC, and is free for games to use. However to change the status quo of those places requires a council vote.
