As Council Member for Winchester, Virginia, I hereby propose the following:

Replace item number 7, under the Loaned Status heading on page 5 of the Camarilla Status Packet:

"7.There is no limit to the amount of Status which can be loaned to you, but for
the purposes of comparing standing, no more than twice your own Status can
be used. You may carry the banner of many, but when a challenge or offense
occurs, you must stand largely upon your own name. (Phantom status traits
do not increase this loan cap; Reputation does increase it, however.) Harpies,
while doing their duties, are exempt from this rule."

with:

"7. A kindred may only carry loaned status equal to twice his or her potential maximum number of status traits, including current positional, phantom status, and modifiers such as reputation. Thus, an ancilla vying for the position of whip can gather support from her clan and peers to be able to speak on equal terms with her primogen, and princes can collect sufficient support to address large issues, but not so much as to cause waves that may threaten the stability of the Ivory Tower.

As such, mechanically, your garden variety kindred can manage a maximum of 12 loaned status, a reputable individual 14, a notorious individual 10, a prince with no other modifiers 18, and so on.

Please note: the status traits lent to a harpy by his or her supporting primogen do not count toward this total."

Reason: this removes the restrictions on low-end politics, but still keeps anyone from tossing around 80 status, and fits in with the new handling of the modifier merits and flaws.
