removal of KJ dhampyr from R&U status [autopass]

Currently KJ Dhampyr are considered category Bi (Very rare 2/3s vote for pc, simple majority for NPC). This is quite frankly.. insane. Dhampyr are intended to be the Kuei-jin Semi supernatural(like ghouls, Kinfolk, Kinain etc). They are intended to be used for the retainer background among Kuei-jin. I do not feel that any KJ pc or npc should need to log "bought retainers background" with the archivist.Nike SneakersAIR MAX PLUS
