Dark Colony: Hartford Proposes that Character bylaw 7.A. be changed from:

7. Teaching Disciplines

A. While any vampire can learn any discipline, they must learn out-of-clan disciplines from a vampire who possesses that discipline in-clan unless otherwise noted in the bylaws or clan genre packets.

i. Samedi are exempt from the requirement of a teacher specifically for the discipline of Necromancy, and other Bylaw line items that would prevent them from learning Necromancy, as per their Clan Advantage.

1. Samedi still purchase their Necromancy with out-of-Clan costs.

2. Samedi may not teach Necromancy as it is not an in-Clan discipline.

3. Samedi Necromancers are not considered "Rogue Necromancers" as registered through the Rare & Unusual Bylaws.

ii. Blood Magic: All Blood Magic may be learned through any means, besides the teacher possessing the Discipline In-Clan, as deemed appropriate by the Coordinator in charge of approval. As such, all Blood Magic is an exception to the rule “A Vampire may only learn a discipline from someone who possesses that discipline in-clan”. Instead all such regulation for Out of Clan Blood Magic and methods by which it is learned falls to the appropriate One World by Night Coordinator in charge of said Blood Magic.

Reasoning: This is already allowed by most of the Blood Magics (Akhu, Wanga, etc) and frees up a Coordinators hands for them approving things they believe is appropriate to their genre and what is printed in White Wolf. As it is right now anyways, a Coordinator can approve someone for Out of Clan Blood Magic regardless of the Method by which they learned it (which is mostly decided by the players STs) and decide for themselves wither or not to approve it. This simply more clearly defines that power.
