Elimination of Physical Game Attendance Requirement.

As CM for Dayton: Dying Embers, I hereby propose that Character Regulation Bylaw 5.A. which currently reads:

5. Home Chronicle
A. Every OWBN player character (PC) must have one, and only one, home chronicle.
i. A PC’s home chronicle must be an OWBN chronicle in good standing.
ii. The player must physically attend games in that specific chronicle.

Be amended to:

5. Home Chronicle

A. Every OWBN player character (PC) must have one, and only one, home chronicle.

i. A PC’s home chronicle must be an OWBN chronicle in good standing.

Reasoning: We have never, ever enforced this bylaw. To this day, it remains almost entirely impossible to enforce, as frequency is not part of the bylaw -- does this mean the player must only attend the game once? Or once ever few months? Every game? It isn't clear in the slightest, and the bylaw is roundly ignored by almost the entire organization. THis also potentialy could create conflict for OWBN players who cannot attend any game due to military deployment overseas. I am not intrested in having rules on the books that are unenforced, impossible to enforce if we were actually inclined to do so, and simply ignored by our constituent games due to impracticality.

So let's just eliminate it.
