The current structure of Coordinator territory, when implemented with the Changing Breed and Mage genres, runs in to problems due to the political and social nature of those genre's important locations. While Vampire genre tends to focus on cities as a "stage," CB and Mage genre tends to focus on caerns and chantries respectively. This presents a challenge due to the diverse and dispersed nature of these holdings.

In reviewing the bylaws, we found that the "White Wolf Locations" clause is partially suited to the scenario we are now facing. We have implemented some clarifications and streamlined the process a bit. With these modifications, territory claims from the Changing Breeds and Mage genre will drop dramatically - from hundreds of specific, small territory claims that would be a nightmare to implement to only a few important ones that are not covered by this bylaw.

Of special note, please pay attention to three items.

First, this specifies that the bylaw only refers to smaller items - chantries, caerns, and so on. It does not encompass countries, regions, or cities just because White Wolf published an appropriate sourcebook (Rage Across Appalachia, Fallen Tower: Las Vegas, etc).

Second, the changes effectively remove the "2 week wait" which would normally be required to use a White Wolf location. Now it can be done immediately with coordinator approval. Note that the current 2 week wait could potentially become longer - if someone objects to the use of the territory on the 13th day, then a vote has to be created, which must go through discussion and voting.

Third, the added item ensures that chronicles need not fear unilateral coordinator action affecting their territory if it happens to encompass a published White Wolf location. We felt it was important to clarify that this is not a "territory grab" into chronicles - using such locations was already restricted as per the bylaws, so chronicles could not use them freely anyway.

Therefore, Chicago New Moon Rising, in cooperation with Hidden Flame, the Changing Breed Coordinator and the Mage Coordinator proposes the R&U Bylaws § 6.A.iii be modified as follows:

1. The chronicle wishing for the location must notify Council two weeks (or more) prior to usage.

a. Provided there are no objections, the chronicle may utilize the location from that point onward.

b. If objection is made, a vote may be called for forbidding the chronicle from utilizing the location. The chronicle may not use that location until the voting is settled.

iii. White Wolf Locations

1. Specific genre related locations that have been published by White Wolf are considered territory of the appropriate Coordinator unless said locations fall in the claimed territory of an existing game. While this does not cover entire real life countries or cities, regardless of its status as published by White Wolf, this does apply to the boundaries and holdings of published caerns, hives, chantries, and locations of similar scope created by White Wolf.

2. A chronicle wishing to utilize a cannon location, excluding those in their territory, must request permission from the appropriate Genre Coordinator. The purpose and extent of that use should be specified in any agreement made.

a. A chronicle may use a WW specific location that is in their territory as they wish, including ignoring the existence of the location entirely, so long as it does not alter the written genre or destroy said location. If they wish make significant changes to said location that would change established genre (for example destruction or a change of faction) , they must work out an agreement with the coordinator who would be in charge of said location prior to such a change.

b. If the Coordinator and chronicle cannot come to an agreement, the issue may be brought to council for a vote. The chronicle may not change the location in question until the voting is settled.

3. While Genre coordinators hold these locations as territory, they cannot utilize these locations to affect the territory of a chronicle without the agreement of that chronicle or a council vote. Completely internal use of the location that does not spread beyond its borders into a chronicle's territory is allowed.

Conclusion

If passed, existing chronicles will have 30 days to notify the appropriate coordinator of any White Wolf specific locations that have already been changed within the bounds of their territory in accordance with the previous R&U regulations. These locations will be grandfathered in, allowing continued use of that location by the chronicle.
