Proposal Type: Bylaw Revision

iii) Genre Coordinators must pass before Council any plot, enforced policy, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion. (1) If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures.

To: ii) Very Rare: Blood Brothers, Harbingers of Skulls, Kiasyd, Nagaraja, Baali, Old Clan Tzimisce, Assamite Faction Converts, Siberakh, Malpheans, Ferrymen, Ducheski family Revenants, Abominations, Dharma 6+ Kuei-Jin, KJ Dhampyrs, Bane Mummies, Near-Extinct, Rare changing breeds, non-standard mummies, Ravnos rakta-sadhus, Sphere 6+ Mages, True Brujah.

Explanation: Currently there are no True Brujah pc's (to my knowledge) in the org. Given that near-extinct status is designed to make these types of pc's appear practically dead, this is understandable. However, I feel that these types of Brujah are very rare, not nearly extinct. While the votes needed will still be the same, I want to move them to the "Very Rare" category to combat the perception of them being nearly extinct. I believe canon documentation supports this as well. I wouldnt mind seeing one of these per geographical region if both council and the regional st's supported the idea. Also, if a player is responsible enough to get st approval, council approval and coord approval and they wish to take a crack at one, the opportunity should be there for them to try. This is an effort to add a little more flexibility to the system and allow players to explore a piece of Brujah genre that has been lost in the org for some time.
