I propose that Character Regulation Bylaw 9 .b.iii.1 and 9.b.iii.2 be moved to Character Regulation Bylaw 9.a.ii and renumbered as 2 and 21.

"1. Hengeyokai. This includes any shifter from the Beast Courts as well as
any Eastern versions of the standard Tribes. (Tengu, Hakken, Stargazers,
etc.)
2. A "supernatural" kinfolk is defined as any kinfolk who is a member of a
non-Garou supernatural group (Vampire, Changeling, Mage, Mummy, etc.), or
those kinfolk which possess Hedge magic, numina, true faith, or gypsy magic.
This specifically does NOT apply to Kinfolk with gnosis or gifts."

Reasoning: As subsections of the Rare Guidelines, those are simply
definitions of those Groupings, and as such, should be moved to the
Groupings section. This will also streamline the Guidelines section, as
they will no longer be interrupted by definitions.

As a note, the Groupings are numbered 1-20, but missing 2, hence numbering
these 2 and 21. Number 2 will fill in the hole in the bylaws, and 21 will
simply be added at the end.
