Coordinator Bylaw 3.c.ii states that Genre Coordinators must pass
before Council any plot, enforced policy, R&U Named characters, or
binding edict they wish to use which they can reasonably expect to
affect multiple chronicles and these proposals need not be seconded,
but go immediately into discussion and that if no opposition is voiced
during the week of discussion, the proposal is considered passed and
enforceable.

I hereby propose this Serpent of the Light Voudoun Necromancy packet.
This packet (attached, or pasted text-only below) would replace all
previous genre documents or rules in genre documents, for Serpent of
the Light Voudoun Necromancy, as the enforced policy for all Serpent
of the Light Voudoun Necromancy users, supplementing the existing
rules for other forms of Necromancy.

This packet is designed to provide rarities and teaching/learning
restrictions for Serpents of the Light (and only Serpents of the
Light) who, per the genre, practice Voudoun Necromancy, but who under
OWbN's bylaws require a genre document explaining how they are
learning it, since it's not an In-Clan discipline. No MET conversions
or non-Serpent of the Light information is included, as those are left
to be addressed by the Giovanni Coord in a future general voudoun
necromany packet.

Ultimately the reason this packet with these mechanical requirements
for Serpents of the Light are required, and why they are being
submitted separately (and so soon after the initial joint voudoun
packet failed) is that until some such genre document is passed,
Serpents have no clear way of fulfilling the genre of practicing
voudoun necro with in OWbN's bylaws, and a number of STs and players
are waiting on such rules.

Introduction
Serpents of the Light and Voudoun Necromancy

Serpents of the Light do not typically differentiate on an
In-Character level between Wanga (Serpent of the Light thaumaturgy)
and Voudoun Necromancy, often referring to both as Wanga. However,
from a mechanics standpoint they are in fact, two different forms of
blood magic, and under the OWbN bylaws, a Player Character cannot have
more than one form of blood magic. For the purpose of clarity, this
packet will use the term Wanga to refer to Serpent Thaumaturgy as
outlined in the Setite Sorcery packet, and the term Voudoun Necromancy
to refer to Serpent Necromancy.

Storytellers are admonished to take note of this difference, and to
remember, again, that no Player Character may have both forms of blood
magic, under the OWbN bylaws, without a specific exception voted on by
the OWbN Council. That said, Non-player Character Serpents of the
Light can and will often possess both Wanga and Voudoun Necromancy.

Please note this packet contains rules ONLY applicable to Serpents of
the Light, not to other Voudoun Necromancy users (Samedi, etc.).
Teaching and Learning

Requirements

Serpents of the Light are unique among practitioners of Voudoun
Necromancy in so far as they are both immune to the visitations and
torments of The Baron (due to their oft-repudiated connection to Set,
BM P.110), and are capable of teaching Voudoun Necromancy to others.

In order to teach, learn, or use Voudoun Necromancy, Serpents of the
Light must possess one of the following as a Merit:
