Revision of R&U Bylaws: Mages

PROPOSAL:

In the OWBN bylaws, under Character Regulation, Section 6(Rare and Unique Procedure), it is stated that Tradition mages are classified as "Unusual." This requires notification for use as a PC and submission to the R&U Coordinator's census for use as an NPC.

The Traditions are a group of mages with an overall similar outlook on the place of magic in the world, and can be considered to be a social group somewhat like the Camarilla in structure, size and scope. There are other groups of mages that represent different views: two of these are reflected in the status of Marauders and Nephandi as Rare. However, no classification is made of Technocracy mages or mages that do not belong to any of these groups (independent/orphan).

It is asserted that the rarity and power levels of Technocracy mages and independent mages are roughly analogous to the power level and rarity of Tradition mages. It is therefore suggested that one of the following adjustments be made to the Bylaws.

OPTION A:

That the entry in the bylaws, Character Regulation Section 6, wherein it states the following:

"Unusual: Rogue Thaumaturgists, Sect Defectors, Assamite Bloodlines, Fomori, Relatives of famous garou, spectres, Tradition Mages, Ghille Dhu, Chronus, Naming, Supernaturals with True Faith, Mortals with True Faith, Common changing breeds."

be changed to reflect the comparative equality of Tradition mages with Technocracy and independent mages. This would be accomplished by giving "Unusual" classification to all mages that do not fall under the category of "Nephandi" or "Marauder." The aforementioned section of the bylaws would be amended to read (changes between asterisks *text*):

"Unusual: Rogue Thaumaturgists, Sect Defectors, Assamite Bloodlines, Fomori, Relatives of famous garou, spectres, *Mages*, Ghille Dhu, Chronus, Naming, Supernaturals with True Faith, Mortals with True Faith, Common changing breeds."

OPTION B:

That the entry in the bylaws, Character Regulation Section 6, wherein it states the following:

"Unusual: Rogue Thaumaturgists, Sect Defectors, Assamite Bloodlines, Fomori, Relatives of famous garou, spectres, Tradition Mages, Ghille Dhu, Chronus, Naming, Supernaturals with True Faith, Mortals with True Faith, Common changing breeds."

be changed to reflect the comparative equality of Tradition
mages with Technocracy and independent mages. This would be
accomplished by removing the "Unusual" classification from Tradition mages, putting it at the same level as Technocracy and independent mages. The aforementioned section of the bylaws would be amended to read (note the absence of mages in the list):

"Unusual: Rogue Thaumaturgists, Sect Defectors, Assamite Bloodlines, Fomori, Relatives of famous garou, spectres, Ghille Dhu, Chronus, Naming, Supernaturals with True Faith, Mortals with True Faith, Common changing breeds."

OPTION C:

Make no changes to the Bylaws.
