This Genre proposal requires no second, and once it is put into discussion,if there are no objections posted here within one week, it goes into effect
without a vote. If objections are posted, it is voted on as normally. If
posting an objection, please retain the original subject heading, with the
addition of the word "OBJECTION", to assist in identifying posts that change
this proposal's status.

This Prop is designed to separate the rarity of true Supernatural Kinfolk (Kinfolk who are also classified in another White Wolf Venue); and Semi-Supernatural Kinfolk (Kinfolk with Hedge Magic/Numia/ect.).

I propose the following changes to the bylaws:

R&U Bylaw 9.b.iv be changed from:

iv) Coord Approval: Assamite Infiltrators, Dominate Malkavian Antitribu, Non-Assamite converts to the clan, Nosferatu Infiltrators, PCs embraced by or into Coord or Canon NPC sires/broods, PCs with history involving Coord or Canon NPCs, Relatives of famous Garou

And that the following definition be added in 9 a ii
(28) A "Semi-Supernatural" Kinfolk is defined as any kinfolk which possess Hedge Magic, Numina, or the Merit Fae Blood; also, any Kinfolk that is also a Fomori, Gorgon, Kami, or Drone. This specifically does NOT apply to Kinfolk with Gnosis, Gifts, or Spirit Heritage.

Reasoning:
1. In Cannon Genre, it is far more common to find a Kinfolk with Hedge Magic or Fae Blood than it is to find a Kinfolk who is a Mage, Changeling, or (as a disastrous example) Imbued Hunter. I think that this prop separates the Cannon rarity more accurately.

Ex.. By Cannon Genre, a Kinfolk with Hedge Magic is still "just a Kinfolk" and is answerable to the Garou (and the CBC OOC). A Kinfolk who is also a Vampire is first and foremost a Vampire, answerable IC to the the Laws and Politics of the Kindred whether they want to be answerable or not (and OOC, to at least some of the Vampire Coords).

2. With the current R&U Bylaw; a person can prop a 7/5/3 Kinfolk with 1 Path of Hedge Magic, and then down the line, they can Awaken them into being a True Mage without having to Re-prop the Character. A character could be propped with Numina; and then, without a Re-Prop, could get Embraced and gain True Faith.

I understand that of those two examples, at least one is very exaggerated; but the point is, that it CAN be done right now. As CBC I would be far more likely to fully support a PC Kinfolk that wanted Hedge Magic than I would be to support a True Mage/Hunter/Vampire.

3. This Prop also adds in the following that are NOT currently covered by the Bylaws.

Fae Blood: This Merit gives the PC access to Glamour, and through that, Arts and Realms from the Changeling Book.

Fomori/Gorgons/Drones/Kami: A character who is any of these 4 creatures has access to special powers based upon what aspect of the Triat: Wyrm(Fomori), Wyld(Gorgon), Weaver(Drone), or Gaia (Kami) that the Spirit hails from. Some of these Powers can be incredibly Game Breaking. They make great NPCs and plot devices in the hands of Storytellers; but they need to be restricted as PCs.
