I ammended this proposal to adjust the membership requirements to be in-good standing, to put an eligible time limit on this allowance, and to remove the word "majority".

I hereby Propose the following addition to the Administrative Bylaws:

The extensive and elaborate bylaws for the withdrawl of a member chronicle from One World by Night are as listed below:

"H) Withdrawal
i) A chronicle may always withdraw from OWBN.
ii) When a chronicles is expelled or withdraws from OWBN, players from that chronicle may transfer their characters to other active chronicles, if their transfer is accepted by another active chronicle."

As per bylaw 1.A, it is implied that this occurs by consent of the STs, Players, and the CM, as the chronicle is technicallyed "owned" by all said individuals.

Should a member chronicle and its STs and players all desire to leave, it is regrettable and we wish them well. But, should an instance occur that if it is a conflicted action that the STs that no longer wish to remain in the Organization yet the players still desire to remain in the Organization, there isn't really a clear explanation of what ought to occur (if they ought to apply again as a new game, for instance).

As such, I propose a that a revision** be made and an additional line be added*** to Bylaw 1.H, proposed as below:

H) Withdrawal
**i) A full-member chronicle may always voluntarily withdraw from OWBN.
***1) If it is the will of a substantial group of players to continue to play in our Organization, a new Storytelling crew may continue and the chronicle will remain in the Organization with its current membership status.
(a) In order to be eligible to retain their current chronicle membership status in the Organization, they will need to submit a full chronicle report as per Administrative Bylaw 8.D to the Archivist and the Executive Team within one month of the withdrawl under 1.H.i.
(b) If a chronicle is under investigation by the Executive Team for expulsion or other disciplinary measures against the chronicle, or if Council is conducting a formal vote which would affect the status of the chronicle's membership, Bylaw 1.H.i.1 does not apply.
ii) When a chronicles is expelled or withdraws from OWBN, players from that chronicle may transfer their characters to other active chronicles, if their transfer is accepted by another active chronicle.

I do this because if these hypothetical suddenly no-longer-full-member players still very much wanted to play in our Organization and have enjoyed the privledges of membership, and they were to need to re-apply as a Chronicle as a result of this, they must then be cut-off from the Organization to play alone for 6 months and then re-apply for a 6-month Probation, and then after 12 months they might be a full-member chronicle again that is eligible to vote and obtain Coordinator interaction if they stuck around for such an ordeal.

This proposal is designed to remove that red tape with the rights of a chronicle and its players in mind, and to encourage those players that still want to play in our Organization to continue to play with us.
