Genre Proposal: Voudounic Necromany and its consequences

This is a proposal under Coordinator Bylaws 3.C.iii as a plot for One World by Night. It requires no second and goes immediately to discussion. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable.
I propose that any charqacter who learns Voudounic Necromany has therefore made an agreement with the NPC known as Baron Samedi to gain said powers and is in thrall to them at any time the Baron wishes. To reflect this, and the playful and malicious nature of the Baron, all characters with Voudounic Necromancy have the derangement "Fugue" added to their sheet to represent the times the Baron is making their lives difficult. StoryTellers will have permission granted to them by the Giovanni Coordinator to use the Baron for these purposes as long as a detailed report on his activities is sent to the Giovanni Coordinator within seven days.
The exception to this proposal is the Serpents of the Light, who are immune from the Baron's influence.
The Baron can and will not assist the character and should not be used as an ally. This is the price those who come to him pay for their power.
Should the vote for Baron Samedi being controlled by the Giovanni Coordinator's office not pass, this proposal will be immediately withdrawn.
