Change to Perfect Infiltrators of Giovanni & Tremere

I propose we remove Perfect Giovanni Infiltrators, and Perfect Tremere Infiltrators, from C. Rare i. PC: Majority Vote, NPC: Notification to Council and move it to D. Coordinator Approval
i. PC: Appropriate Coordinator Approval and Notification to Council, NPC:Appropriate Coordinator Approval and Logged with said Coordinator. (Reference Section 5, “Appropriate Coordinators for R&U”)

Reason being:

These two clan require Necromancy or Thaumaturgy, The Giovanni cord and the Tremere cord already has to give the approval for the magics when dealing with a rouges. Logic would dictate, if these cords have to give the OK for an NPC to have Thaumaturgy or Necromancy out of clan, then the cord should also have the final say so in who is allowed to infiltrate these clans.

Plus it would cut down on the paper work for the Archivist because as it sits right now, for an NPC you have to get cord permission to have Necromancy or Thaumaturgy out of clan, then you have to notify it, then you have to do a second notification for the Perfect infiltrator.
