Change to Ravnos R&U Status

I propose to remove "NPC Sired Ravnos" from the Rare category, to remove "PC Sired Ravnos" from the Unusual category, and to remove "Ravnos Embrace before the week of nitghtmares" from the Coord Approval category (though I didn't see this on the actual bylaw list it's in the packet and therefore should be.
Instead I propose we condense these options into "Ravnos being Coord Approval".

My reasonings are as follows. If you don't have Coord Approval for an R&U vote you are probably going to fail anyway.
I also feel that it's been over 10 years since the Week of Nightmares. By now the clan should have had the chance to increase it numbers and in doing so not be quite so rare. I do agree though that they should be somewhat unusual. As Coord Approval the coord can monitor this and prevent ravnos populations from growing to much, but with some of the red tape removed it will be easier to allow the clan to grow alittle bit more to the numbers that reflect this time of growth.
Now Ravnos embraced before the week of nightmares should be a rare thing indeed, and as Coord Approval the coord can prevent this from growing too (plus that's where this is already anyway).

Though my primary reasoning is to just trim the R&U bylaws some.
