Boston: Cradle of Liberty proposes that the R&U category of Sect-Specific Sect Defectors (R&U-4.B.i - Lasombra (defined as those not embraced by a Camarilla-loyal Lasombra of a traditional and documented line of Lasombra), Tzimisce, Harbingers Of Skulls, Kiasyd, Blood Brothers, City Gangrel, Salubri Antitribu, Serpents of the Light, and Tremere Sect Defectors) be moved from R&U-3.C.i to R&U-3.D.i. This will move it from the Rare category, which requires a simply majority vote of Council to Coordinator Approval, simply requiring approval from the appropriate Coordinator.

The reasoning being that for a rare Bloodline or Clan to switch sides, they must Role Play this change and justify it In-Character. A Council vote, as is currently required, delays a player's role play until such time as the vote is resolved. This can have numerous detrimental effects on a game as they wait to find out how they may proceed with a story. If Sect-Specific Sect Defectors were moved from Rare to Coordinator Approval it will cut down on the out of character waiting time and will allow the story to continue more quickly.

The Coordinators needed for approval for Sect-Specific Sect Defectors are the Player's current Sect Coordinator, the Coordinator of the Sect the PC is attempting to join, and the Coordinator that their PC falls under as per R&U-5.A.i-xiv.
