Proposal In Brief

* PC sired Ravnos shall be considered Rare if their embrace date is prior to or during the Week Of Nightmares.
o PCs will require a majority vote.
* PC sired Ravnos shall be considered Uncommon if their embrace date is after the Week Of Nightmares.
o PCs will require notification to Council.
* NPC sired Ravnos shall remain Rare.
o PCs still require a majority vote.
* Existing characters are grandfathered, per normal.

The creation of Ravnos NPCs will be minimally affected, if at all, by this change.

a. Includes characters of slightly unbalancing power levels or are members of larger groups that stand outside of mainstream genres, which are noteworthy enough to be brought to the attention of neighboring games before use.

Justification

I think many STs and Council members are under the impression that the current bylaws do not allow pre-WON Ravnos to be created without a vote, and it is certainly the genre standard we shoot for. But the R&U rules do not address the common practice of back-dating character embraces (explained below).

It is very common for PCs to back-date their character's embrace date when they have a PC sire, such that they are embraced sometime in the sire's background story. Even most "brand new" kindred are at least five or ten years embraced so that they can have their Acknowledgment and Presentation out of the way, while those desiring--for example--a Norse, Colonial, or Mediterranean background might backdate their embrace by hundreds of years. Most of the time, there is nothing wrong with that practice.

For Ravnos, the Week of Nightmares was a cataclysmic event that very few survived, yet the current bylaw allows one to obtain a PC Sire and skirt past the event that decimated their clan provided the sire is of sufficiently advanced age. This change promotes the exceptional youth of the Ravnos clan as they rebuild their numbers following [Ravnos]' demise.

What Prompted This

Recently, a clever trick by a Ravnos PC strongly suggested that his character might have been hundreds of years old. Despite the fact that I knew who his sire was, it struck me that there was a way he might not be lying if his sire had performed one of these backdated character embraces, since I did not know the age of his sire. While I'm now sure that his embrace was very recent, I figure that recognizing the loophole is a good thing.
