[OWBN-Council][PROPOSAL][BYLAW REVISION] Regulation of Gangrel Combo Powers

Pursuant to bylaw C. iii. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

Legacy: Allowed

Rationale: There has been much trading of these powers without anything given to Gangrel players and this will give players something equal to trade when dealing with higher trade offers.This also keeps the powers open to the Gangrel players while putting a lock on powers outside of the clan as several Council Members mentioned during the deregulation during the previous Gangrel Coordinator’s proposal to deregulate powers.
