[OWBN-Council] [PROPOSAL][BYLAW CHANGE] Learning Custom Content change

This proposal is made in accordance with the Coordinator Bylaws, section 3.C. (Subsections ii. and iii.):

3. Coordinator Duties

C. Genre Coordinators

iii. Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

   1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.

PROPOSAL

I, Jesse Ditty, as Assamite Coordinator, hereby propose the following change to bylaw 7.c.i.

Current

7.c. Learning Custom Content

PCs learning any Custom Content previously created by another Character needs to Notify the appropriate Coordinator as per the above guidelines and must also have learned the custom content from the character that created it or another character who can accurately trace the instruction to the original creator. This is to exclude any power or mechanic that is contained within a packet or had been in a packet (requiring that Coordinator's Approval). Coordinators may, at their discretion, also exclude a power from this clause if they have sufficient need to do so and a recent packet that would cover the power or mechanic has not been updated within ONE calendar year.
Non-Malkavian PCs learning any Custom Content using Dementation previously created by another Character requires Malkavian Coordinator Approval.
Non-Gargoyle PCs and NPCs learning any Custom Content using Flight or Visceratika previously created requires Tremere Coordinator Approval
Non-Gargoyle NPC’s with Visceratika/Flight based custom content are disallowed
Dur-An-Ki practitioner PCs learning Custom Content paths and rituals of Dur-An-Ki previously created require Assamite Coordinator approval, but do not require a PC "teacher" because Dur-An-Ki is learned via ascending the ladder of heaven, and is not "taught" by a PC.

Learning Custom Combination Discipline, Technique, or Other Custom Content using Quietus, Hematus, Minhit Dume, Cruscitus, or Sorcerer Quietus requires Assamite Coordinator Approval.

Reasoning - it was brought to my attention that while it is approval to CREATE  a custom power, it can then be taught freely to everyone as just a notify. We as a team have a concern over this and would like to keep a little tighter reign on the custom content created for this office, thus making learning them also approval.

Legacy: Allowed.
