[Proposal][Bylaws][Autopass] Restriction of Custom Content - Valeren and Obeah

Hello everyone, 

This proposal is made in accordance with the Coordinator Bylaws, section 3.C. iii. 

Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

I, Zachary Cherry, as Salubri Coordinator, propose the following changes to the Character Bylaws. This proposal has the potential to autopass and will not be eligible for legacy exemptions.

13. Custom Combination Discipline, Technique or other custom content using Valeren or Obeah requires Salubri Coordinator Approval

Rationale: I have received some notifications of custom content being created using Valeren. While a couple of storytellers have approached me about custom content their players are creating and have attempted to create a balanced power, others have submitted some rather heinous write ups that are forcing me to take this step. This regulation is not intended to stop custom content from being created for the Salubri, just to make sure that what is being created is within reason. I will not be allowing legacy exemptions, but I am also not attempting to seize a bunch of powers from players. I will work with staff members to make powers that are currently inappropriate more reasonable.
