[Proposal] [Bylaws] [Autopass] Restriction of Valeren

Hello everyone, 

This proposal is made in accordance with the Coordinator Bylaws, section 3.C. iii. 

Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

I, Zachary Cherry, as Salubri Coordinator, propose the following changes to the Character Bylaws. This proposal has the potential to autopass and will not be eligible for legacy exemptions.

      33. Non-Sabbat with Out-of-Clan Valeren - PC: Coordinator Approval - NPC: Coordinator Notify - Coordinator: Salubri

1. Modern Variant. Dark Ages Variant.

Reasoning: Since this was deregulated in 2019 there has been a significant number of PCs gaining this inappropriately. The census data we collected showed that half of Anarch games (at least that responded) had PCs with Valeren. Several storytellers changed their answers multiple times and there were occasions where I asked storytellers what Sabbat PC was teaching and was almost always given an ambiguous answer.

Why no Legacy: There is a significant concern that many Anarch and Independent PCs were taught by NPCs. I feel that if any characters in OWbN should be an exception to the norm, it should be PCs, and therefore find almost any instance of NPC Salubri Antitribu teaching Anarchs/Independents to be entirely inappropriate. Due to this, there will be no legacy exemptions for Non-Sabbat members but if you submit with a PC Teacher we are much more likely to respond with approval.
