Proposal

-------------

Pursuant to Coordinator Bylaw 3.C.iii, as the Demon Coordinator, I, David Niemitz, in my duties as said Coordinator, hereby propose the following Bylaw changes.

Both the Demon Storyteller’s Companion, as well as Devil's Due, are quite clear that neither Vampires, nor Shifters can become host bodies for Fallen; this change brings us inline with that printed rule by moving Vampires and Changing Breeds from Extended Possession to being disallowed for Possession, period.  Furthermore, our current Bylaws do not include any regulation for possessing Imbued, so this brings that in line with the other core genres, adding them to the Extended Possession section.

This proposal carries the support of the Changing Breeds Coordinator; this proposal has the potential to autopass.

Rationale

----

I was recently asked a question, by a Storyteller, about what happens when a Fallen possesses a supernatural creature, whether they have to pay for gifts or disciplines with xp, and what the supernatural creature’s sheet looks like if the Fallen then leaves that body.  Over the course of helping to answer the Storyteller’s questions, I noticed that our current bylaws do not reflect the rules governing supernatural possession by Fallen, as printed in the Demon Storyteller’s Companion, and in Devil's Due, specifically:

“Although werewolves can be enthralled, they cannot be possessed.” - Demon Storytellers Companion, pg71 See also: "The souls of werewolves blaze with spiritual power, leaving no room for demons to enter and seize control. Kinfolk lack this immunity, though any inherited spiritual powers are suppressed for the duration of possession." - Devil's Due, pg133

And

“Because of their undead nature, vampires cannot benefit from pacts of Faith, nor can they be possessed by a demon.” -Demon Storytellers Companion, pg69

See also: "A demon unwise enough to attempt possession of a vampire spends one turn in agony while it automatically gains a number of temporary Torment points equal to the vampire’s current blood pool. At the end of that turn, the demon loses one point of Resolve and falls out of the vampire’s body, once more seized by the pull of the Abyss." - Devil's Due, pg131

This Bylaw change will bring us into compliance with those rules as printed.

Grandfathering

---

Disallowed.  As this has always been a printed rule, I see no need for Grandfathering violations of those rules.
