[Proposal][Genre][Bylaws][Auto-Pass] Change to Abombwe Custom Combo approval process

I, Margaret Hill, as Anarch Coordinator, propose the following changes to the Character Bylaws. This proposal has the potential to Auto-Pass;

From: 7.b.ii 

3. Custom Combination Discipline or Technique using Protean, Abombwe, Spiritus, and/or Ogham requires Gangrel Coordinator Approval

To: 7.b.ii

3.  Custom Combination Discipline or Technique using Protean, Spiritus, and/or Ogham requires Gangrel Coordinator Approval

And 

11. Custom Combination Discipline or Technique using Abombwe requires Anarch Coordinator Approval

Rationale: The Abombwe Discipline is found almost exclusively within the Laibon which are Anarch Coordinator approval, hence Custom Combination powers made with their Discipline should also be at Anarch Coordinator approval.

This prop is made with the blessing of the Gangrel Coordinator.

Grandfathering is applicable.
