[Proposal] [Autopass] Partial Mummy Deregulation

I Stacey Diaz as the Follower of Set coordinator do purpose the following changes to the bylaws regarding RnU levels for Mummy PCs & NPCs for Mummy Genre games.

Reasoning

 With 2 fully formed Mummy Genre games, I have worked closely to ensure that the STs are aware of the genre for the Mummy game lines and it is the intent for the Follower of Set office to continue to work not only with them, but any future Mummy Genre game.   For a Game where every character becomes RnU, it is easier for everyone to work with the staff and ensure mutual understand and then give them the power to approve their own player characters.   While maintaining a level of RnU for any mixed genre games as they typically do not work as closely with the office for a single PC or NPC.
