Clarifying Chronicle Player Bans and Disciplinary Action Reporting in the Bylaws
 
This is a proposal to reduce confusion in how chronicle bans of a player work, and how disciplinary actions interact with them, and how everything is reported with only slight changes. it simplifies the bylaws.
 
Currently whenever a player is banned from play in a chronicle, we have to notify council and the ST list.  Also it's supposed to be included in the Chronicle Report. 
 
This is stated at administrative bylaw 1.D.i.  

There's also reference to telling the lists in the disciplinary reports section: 8.D.iii.5.b, but it restates what you should do with a different writeup that only applies to permanent bans, and to disciplinary actions, which are somehow separate from denying entry.
 
The text of the disciplinary actions was basically identical to 1.G.iii but now 1.G.iii and 8.D.iii.5.b don't match because of the recent prop. 
 
Did I mention that the Chronicle report section doesn't mention player bans? And that there's no explicit section for it in the chronicle reports form? 
 
This strikes me as needlessly complicated and confusing. 

This prop simplifies things and makes each section reference a single procedure: one for banning a player by denying them entry, one for disciplinary report submissions. 

The only three real rule changes are:
1. A chronicle that bans a player as part of a disciplinary action needs to try to notify the player, in addition to submitting the disciplinary action and telling the lists.
2. It doesn't say that the chronicle must be the one to announce it to the lists for permanent bans or for disciplinary procedures. Maybe the log disciplinary action can do it, at some point. 
3. If you ban a player for non disciplinary reasons, it no longer needs to included in the chronicle report.  

Chronicles can still ban a player without it being a disciplinary action, this doesn't change how that works. 
 
Therefore this is a proposal for a change to the administrative bylaws from:
 
1.D.i 
 
The Storytellers of individual Chronicles have the right to ban any player from their game. Any player banned from a chronicle must be announced on the OWBN-ST and OWBN-Council lists, included in the Chronicle report, and the player should be notified, if possible.

1.G.iii 
  • Reporting 
  • The chronicle will submit any chronicle disciplinary actions to the disciplinary action database on the One World by Night website within thirty (30) days of the disciplinary action occurring. This database will be available to any ST, Council Member, or Coordinator within OWBN. They may review a list of players with disciplinary actions, or may inquire after a particular member in that regard.
  • A Storyteller from the chronicle that submitted the disciplinary action may have said action removed from the Archivist's list.

Disciplinary Report 
  • The permanent banning of a member from a chronicle under Section 1.d or by the chronicle's disciplinary procedures must be announced by said chronicle on the OWbN-ST and OWBN-Council mailing lists.
  • A Storyteller from the chronicle that submitted the disciplinary action may have said action removed from the Archivist's records.
  1. Chronicle staff will submit all local disciplinary actions to the website via the Log Disciplinary Action function on the ST and CM dashboard. This information will be kept in the Disciplinary Action Report and available to any ST, Council Member, or Coordinator within OWbN.
