[Character Bylaws][Autopass] Addition to Character Bylaws - Laibon Legacy Combination Disciplines [No Grandfathering]

Pursuant to Coordinator Bylaw §3.C.iii.1.a, I, David Ashby, as Anarch Coordinator, do so propose the following. It should be noted that this proposal has the potential to autopass.

I. VAMPIRE CONTROLLED ITEMS

xviii. 61 Non Ramanga with following Ramanga Combination Disciplines - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Anarch and Lasombra

     a. Compelling Darkness
     b. Obscurity of Shadows
     c. Shadow Communion
     d. Weight of Shadows
     e. Whispered Passions

The reason for this bylaw is because in the most recent Lasombra packet, combination powers were brought in from the Laibon Legacy line Ramanga with no regulation in place. To learn these one must interact with the Laibon first and any interaction at this point in time would flow through my office.
