[Proposal] [Bylaw] Follower of Set Bylaw Restructure

Pursuant to Coordinator Bylaw §3.C.iii, I, Stacey Diaz, as Follower of Set Coordinator, do so propose the following. It should be noted that this proposal has the potential to autopass. 

 

Breviated changes
- True Faith (Grandfathering does not apply)

  True Faith is held in multiple books to be relevant specific genres as normal and standard, but as currently written in OWbN’s bylaws many of them are wrongly considered “unusual”   This bylaw addition allows specific coordinators where such a faith is considered “standard” to have approval over True Faith. So that there remains some oversight of True faith which may be “outside the normal of everyday life, the org at large” but is normal for that coordinator’s genre.  While there are several items which should be on this list “Gaia” for instance.  The Setite office only has authority over Follower of Set genre.  

 

• Mummy (This is without Grandfathering)

After Recent situations seen in the org, between sheets and item cards seen by the setite office in no small number.   The Setite office will be utilizing the bylaws created by the mage coord, to provide additional oversight of the Mummy genre.   These bylaws are meant to keep this genre unique onto itself, and not a shopping list for characters in other genres - much like the mage bylaws.  Mummy items detailed follow the mage bylaws example, as those items should never be on a non-mummy character, nor should mummy magic items be in the hands of non-mummies.   For mummies to allow their magic to fall into the hands of creatures who could/would oppose Balance or are agents of corruption is a violation of a core belief structure of the entire Mummy genre. Items which could be in player character hands, would need to be crafted specifically by a Bane Mummy, of which the Setite office has sole control over, thus would not be available for PCs without coordinator approval anyway.

 

• Apostate / Initiate (This is without Grandfathering)

With the addition of the new merit “Initiate” in V20.   It alludes that characters should be treated a certain way and provided advantages beyond a normal apostate.  However there is no support from the bylaws for this or for this merit. These new bylaws define both merits, and how it affects the character.  Grandfathering is not used, as these bylaws specific codify the advantages of each merit. As Initiate was previously unregulated, it is entirely possible that characters would have taken that merit instead of appostate to specifically circumvent the Apostate approval process.   By making Initiate without grandfathering, it requires characters who gain those benefits to still need to go through the same process everyone else had to.

 

• Tlacique (Grandfathering does not apply)

As with the rarity reduction last year, the setite office has seen an increase in interest in the genre and story of this “bloodline”.   After a year of responsible actions by both involved players and storytellers, the Setite Office is going to reduce the rarity of this “bloodline” allowing the possibility of easier access as Player Characters.   Additionally, as the bloodline has Protean “in Clan” how this effects PCs if/when they teach the discipline, as well as how this discipline affects their Initiates.

 

• Daitya (Grandfathering does not apply)

The Daitya are the last of the Jati Brahmin to remain a vote of council.   As a population, there are not rare enough to need a vote. Especially with the encouragement of population growing with the other Jati Caste, whom have been Coordinator approval for some time.   What makes Daitya “unique” is their blood magic, which is already shared by the other Jati, and is already been deregulated to Coordinator Approval. Daitya as a bloodline is simply the last to join this deregulation  This has the approval of the Ravnos Coordinator

 

• Blood Magic (Grandfathering does not apply)

Some blood magic had to be ratified to accommodate how bloodmagic approvals are treated between Clan/bloodline and their apostates & Initiates   As well as the addition of Aztec Necromancy (which there isn’t a lot of) to also be available to the Tlacique (which Has Giovanni Office Support).

 

• V20 Dark Ages Serpentis (This is without Grandfathering)

This is a similar bylaw as proposed by the Assamite office for Quietus which also did not have grandfathering.   The setite office wishes to keep this variant discipline unique to the clan. If anyone could have the V20 variant, then there would be no reason to play a character in the setite genre.

 

Other changes are to reflect the changes made in the genre packet to have the bylaws match.
